Two letters copied onto the same page sent to civilians in Mobile, Alabama and New Orleans, Louisiana. The first letter clears up misinformation about the Navy Yard's draftsman and the second asks a recipient to resubmit an application to the Navy Yard. The paper itself is thin to the point of transparency and the page number of the ledger these letters were copied into appears in the upper right.
