Tied up on the left entrance to the WeT Basin is US Navy Coal Barge 214, the Catapult Barge. At the lower right one can see the 125 foot seaplane observation tower. Camouflage paint was applied to buildings during World War I.

LCR Henry Mustin is leaning his left arm on the Curtiss Flying Boat which the pilots are positioned in front of. The back of the photograph indicates Mustin as the leaning pilot while also providing an archival summary of the men who may have been photographed alongside those who definitely were.
