The first letter clears up misinformation about the Navy Yard's draftsman and the second asks a recipient to resubmit an application to the Navy Yard. The paper itself is thin to the point of transparency and the page number of the ledger these letters were copied into appears in the upper right.

W Patterson, agent for the Texas Company. The total amount is listed at $554,501.30 on the first page, followed by several pages of figures both typed out an accompanied by handwritten notes.
