The building represents early military utilitarian architecture and features camouflage paint. Beds and sailors are visible through the windows of the building while others move about the entrances.

Tied up on the left entrance to the WeT Basin is US Navy Coal Barge 214, the Catapult Barge. At the lower right one can see the 125 foot seaplane observation tower. Camouflage paint was applied to buildings during World War I.
